'I paid my tax and all I got was this lousy wall': First slogan etched on £3,000 council wall... built especially for graffiti artists →

This makes absolutely no sense. The city built a wall so it can be spray painted on and now they want to open a criminal investigation to find out who was the first person to spray paint on it. Am I missing something here?
