IIRC the Senate was design as a compromise to reflect the will of the states in the new republic.  Requiring mid-term replacements to be elected would be a huge step forward as currently they are rarely ever reelected if they are appointed to serve.  This would still, and possibly even better, represent the states in Congress by reflecting the will of the state’s people.
